You have 255 ip addresses for a Class C Address. You can also
use 10.0.0.xxx which is Class A and there is a class B but the IP
range escapes me at the moment.  I would have to look it up but you
 potentially have 765 different addresses that are reserved
for private networks.

Cable modem in my town is $32.95 per month since my former ISP
was charging $21.95 and it was an additional ~$23.95 for an additional
phone line.  I think it works out much better and its is a heck a lot
faster than dialup.

They can change at each bootup but it is not guaranteed. Some DHCP
servers assign IP licenses to each computer attached to it and then
periodically when the license expires, it reconfigures the IP address.
However, I have had my IP on my ISP for months now.
