I'm typing on an Apple Extended Keyboard (original) right now.  It has
the Control key under the Shift key, not beside the A key.  (The Apple
Extended Keyboard II has exactly the same layout - the only significant
difference is the adjustable angle.)

The only ADB keyboards I know of which have Control beside A are the
Apple IIgs keyboard and the "Apple Standard Keyboard".  They both have
the same layout, but the Apple Standard Keyboard has a wider border, and
its keys have the same look and feel as the Apple Extended Keyboard.

The rule seems to be:

- If the keyboard has a numeric keypad, then the Control key is on the
bottom row, with Caps Lock beside A.

- If the keyboard does not have a numeric keypad, then the Control key
is to the left of the A key, with Caps Lock on the bottom row.
