I thought they all did that.  They do get quieter after they've run for a
while, but the System Saver IIgs is known to be noisy.

For what it's worth, someone else has previously posted examples of other
aftermarket fans that are suitable for use in the System Saver.  Also, I
seem to vaguely remember someone else reporting installing a SCSI hard
drive in a System Saver IIgs case, since half of the box is basically empty.
