It's made by Telex Communications (http://www.telex.com). I've sent them an
email asking to tell me about it, but below are my speculations.

It appears to be a video processing / editing board. The two RCA ports would
be composite video in and out. The buttons on the remote are On/Off,
Normal/Reverse video, the dial adjusts contrast.

I could speculate that the forward and reverse buttons control an editing
VCR which would be connected to the 25-pin RS-232 connector for control.

The software running on the Apple would also have lots more control options
for the VCR.

If I'm right, it's not very useful without the software and a compatible
VCR.
