On the IIc it can be either or neither depending on the software you're
using. However if the software doesn't contain code for dealing with
this extra RAM, then it effectively won't exist.

I have BeagleWrite 3.3 and tried it with a IIc with a 512k card
and ended up with a similiar limit. So I tried a IIgs with 8mb RAM
and the same deal. It occurred to me that possibly I missed
something so I tried a IIe with both a 1mb RamWorks and a 1mb
RamFactor and no luck there either. I'm guessing that the program
has a 128k limit and you're stuck with it. Unless of course there's a
later version I'm not aware of.

There's other WP programs that'll let you write more pages but
none of them have the graphical interface that BeagleWrite does. If
you want both more pages and a graghic interface then you'll have
to upgrade to either a IIgs, a Mac or PC.
