Only if you wished to use DSL, etc. A 28.8 modem could be had for perhaps as
low as $10.00

4 megs is all you really need

The SCSI card could cost that, but I would think the drive and enclosure
wouldn't be too expensive.

An accelerator would be very helpful if using Spectrum. However, if you are
going online with an ISP's shell account, you wouldn't need Spectrum, and if
your modem/software is fast enough you should be all right. Just don't use
Apple Access II - it's a dog!
