OK, on the root level, there is a folder called AppleTalk with a file
called BOOT.DRIVER. Since I got a file not found error, I'm guessing that
folder isn't in the right place. Should it go inside the IIgs's system
folder?

The name of the disk is FS.HARD.DISK, so I know that isn't the case.
