You could certainly do this. There would be nothing stopping someone
from designing a card that would help make this new machine run
software from other platforms. For instance, putting a C64 on a card
with extra hardware to integrate it into the IIgs probably wouldn't be
too hard.

The biggest problem I've seen with the projects being discussed here
in this news group is that there is no clear plan on what the end
product is going to be. Without a clear plan about what you want to
accomplish you'll end up running into lots of problems each time the
design changes after you've already got part of a design done. And
without a definite plan, there will be a lot of design changes.
