Oops.  I lost my brain for a while yesterday it would seem.  :-)

You are correct that the TSx files don't contain any new toolsets,
they just patch the ones that are in ROM.

However, I believe that the original poster did intend to put all the
new tool sets into ROM as well which may have been why I and my
message got so confused.  :-)
