You need Apple IIGS programs to do this.  If you had
Prism or Convert 3200, for example, (available from
http://www.crl.com/~joko), you would use them to
load BMP and save as Apple II hires, then take the
file to your 8-bit Apples.

If the file is meant to be used on a IIGS, it is best
to keep the color and convert to 3200 color mode.
