It sounds like your emulated machine is trying to start from slot 5.
The early Apple IIc ROMs had preliminary support for AppleTalk networking.
In the original IIc trying to boot from (I think) slot 5 produces the error
"AppleTalk Offline". Slot 6 boots the internal 5.25" drive. Booting from
slot 7 boots an external 5.25" drive. Version 2 of the ROM added support for
3.5" drives which it mapped into slot 5. I'm not sure what happened when you
try to start from slot 7 on that version. The later versions of the IIc had
a memory card mapped into slot 4, the mouse shifted to slot 7, and no
AppleTalk support. On these versions trying to boot from slot 4 results in
"Unable to start from memory card". Presumably you can boot these if you
have a memory card (I don't in mine) with a formatted RAM disk on it.
I don't know if any AppleTalk routines in the early IIc ROM really exist
(apart from the error message) or if it was just planned for future use.
Certainly I don't think the IIc processor would be fast enough to handle
LocalTalk networking, although the IIc+ would have been.
