I suspect you will find that if the volume is given a label before any
files are written to the disk, then the IIgs will accept it even if a
subsequent file has a long filename.
Long filenames are stored in fake specially marked volume label entries,
and it wouldn't surprise me if a long filename was misinterpreted as the
volume label by the IIgs MS-DOS FST. It all depends on whether the
genuine volume label is found first.
