Delphi accounts - dumb question

I have a dumb question about something that is probably obvious that I
overlooked.  How do I get a text-based Telnet account on Delphi that will
let me use the Apple II forum there as well as their Apple II file
libraries and the like?  I've looked around on http://www.delphi.com and
haven't been able to find any information on how to sign up.

Also I've been told that such a Delphi account would allow me access to a
shell-based gateway to the Internet.  Does this gateway include a Web
browser such as Lynx, an email program like Pine, newsreader like Tin,
etc.?
