If it is Hayes compatible, it will work.  Thus, practically any external
modem, even 56k models, will work on the IIGS.

ProTERM 3.1 has built in drivers for the popular models and generic
Hayes ones for others.

Spectrum provides a high speed serial port driver that works with
all modems.

Both ProTERM and Spectrum supports port speeds up to 56k.

But only Spectrum supports using TCP/IP, so if your ISP does
not have the shell interface, you'll need Spectrum.  The web
browser only works in Spectrum too.
