I don't know if I can help but here is an impact log of a successful 
programming of the CB using impact 11.1 and a Digilent Parallel cable:

I noticed that in the first section (before the first set of dashed lines) 
that your setup isn't recognizing the FPGA as a Xilinx part.  Mine is.
And...
Your ECP base address = FFFFFFFFh.  Mine = E480h.  Maybe you need to change 
some settings in your parallel port.

Also, when starting impact and you get to the place where it prompts you 
with "Do you wnat to attach an SPI or BPI PROM to this device?" always click 
on "No".
