I'm not certain, but I think it could fit on the pre-set System Disk
if you remove a couple of unnecessary things...like Basic.System.
Without a HD, it'd probably be a good idea to have a couple of different
System Disks with various configs.

Yea, ShrinkIt is very much like StuffIt. A lot of the games that
are self-bootable will likely come as a compressed disk. ShrinkIt
can read in a disk block by block and compress it preserving a lot
of the original setup of the disk...it just won't handle copy-
protection.
But personally, have a GS with a hard drive, I'd probably give
up on using it if I couldn't use a HD with it. But, I have a
spare SCSI card, a spare HD of the exact same model I'm using
and a couple of currently unused HD cases. (No, none of this
stuff is for sale.)
You should really consider a Focus Hard Drive from Alltech.
