IIgs...long delay and monitor glitches

Need hlep with these things...
One, the IIgs takes a _really_ long time to get from the boot-up splash
screen to where it actually checks the external drives. Would this be
because of the Apple HS SCSI card in slot 7 without any devices connected?
Also, the monitor will ocassionally freak out when I turn it on, or while
I'm using it. Either the image will start fidgeting wildly until it
stabilizes, or I will turn on the monitor to see the image skewed and
stretched across the screen in diagonal bands. Sometimes playing with the
horizontal-position knob on the back of the monitor seems to fix it, but
it may just be conincidence.
Lastly, as a bonus question, isn't GS/OS supposed to see the mouse even if
I have a card in slot 4 and set to 'your card'? I was under the impression
that the 'your card' bit mostly affected 8-bit apps, but imagine my
surprise when the mouse went dead. And with a SCSI card in 7, not sure
where else I should put it. Besides, most of the other slots are either
too far from the port I want to use, or too close to the other card.
