Yes, that would do it.  The IIGS is making sure there is nothing
to boot in slot 7.  What you should do is go into the control
panel and switch the startup slot from scan or slot 7 to the slot
of the drive you actually wish to boot (or to the 5.25" or the 3.5"
drive connected to the floppy SmartPort).

The AppleColor RGB monitor is prone to such problems.
Mine finally died.  Rubywand has a monitor repair manual
that may help, but it involves opening the monitor and thus
exposure to potentially lethal voltages.

GS/OS will only continue to see your mouse with slot 4
set to 'your card' if the IIGS is a ROM 3 IIGS.  It does
not work this way on the ROM 01 IIGS.  It is safe to say
that Apple learned something.  ;-)
