To boot your IIc+ at 'regular', 1MHz, speed, include the Escape key
in the usual boot keypresses-- i.e. OpenApple-CTRL-ESC-RESET.

There may be a quick way; but, I do not know it. One way would be
to use software which takes advantage of extra memory, such as
Appleworks, and check the program's 'available memory' number.
