Not necessarily. It could be something like a failed ram chip, loose chips or cards. Perhaps even the power supply going bad. The best choice here is to start by checking the simple things. Re-seat all the socketed chips. Same with any required cards. While testing only use the cards required to get the system to the required operating point. Also, will the computer boot into ProDOS properly with a floppy disk?
