     Since you get to a program menu, your IIc seems to be far from
dead.

     One simple test is to start the IIc with no diskette in any drive.
When you get the an error message, press Control-RESET. You should get
to the standard Applesoft BASIC prompt. If you do, your machine is
looking okay and the main suspects are a dirty disk drive R/W head
and/or a messed up boot diskette. 

     Try giving your main drive a good cleaning using a Radio Shack Disk
Head Cleaning Kit-- squirt some cleaner fluid on the paper Cleaner
Diskette, stick it into the drive, and get it to spin for 20-30 seconds
(e.g via a boot). OpenApple-Control-RESET will do a boot. So will
entering PR#6 from the BASIC prompt.
