RS-232-C is officially limited to 50 feet at 9600 baud, if I remember
right. You should definitely use a shorter cable if you want to go
faster (try five feet).
It sounds like CrossWorks also doesn't attempt to make use of higher
speeds available via the IIgs serial port (57600 bps is the top speed,
but it cannot be selected using standard firmware calls).
Try using normal communications software on the IIgs side which supports
higher speeds (e.g. ProTerm or Spectrum).

This would depend very much on the modems involved. They would have to
be able to work in a "leased line" mode, in which they do not get any
electrical signal from the telephone exchange, and in particular, no
ringing and no dial tone.
You could try hooking the modems together with a standard telephone
cable, disabling dial tone checking (ATX1), then use ATA to answer on
one modem and ATD to dial on the other modem.
If the modems have a leased line mode, it should be enabled first.
