Icon.Ed and DIcEd are both adequate icon editors.  However, I don't 
think that either one will allow you to grab resource icons (as are 
found in the finder resource).  However, a program like Foundation 
should be able to grab those icons--I don't know how easy it would be 
to save those as regular icons.

Probably the best program for doing this is ICE which was sold by 
_GS+_.  ICE even allows one to edit and replace resource icons.
I'm not sure if EGO still has the back issue in stock which 
had ICE on it but it would be worth a shot.  (See Nathan's FAQs for 
the address, email, and phone # of EGO systems--they are out of 
business so it would be important to contact them ASAP.

One good warning to consider is that you should be very careful when 
working with icons--especially when replacing resource icons.  I did a
lot of this for awhile (working with icons and resource icons) and 
found myself constantly looking for corrupted icons.
