Sure, you need to have a 800k 3.5 inch disk drive and controller.
All you need to do is copy the files on to the 3.5 disk on an Apple,
and bring the floppy over to a Mac running system 7.5 (earlier?)
Once there you can format an IBM disk on the Mac and bring it on over.
I don't know if this can be achieved because all the Macs I have are running
with PC Exchange or because it is built in, but the System 7.5+ disks all
have
PC exchange.
I used a reverse method of making system disks for my Apple IIgs.
