Dead wrong.  What's with the furor of 30 vs 60fps games these days?  It's
all over smoothness.  Why does videotape pictures look different than stuff
coming off film?  It's all in the smoothness of the pictured affected by
framerate.  It's not just a difference of lighting and color from either medium.

The human eye and fps is not about seeing individual pictures for each frame.
It's about perception of realism of motion.  Slow framerates cannot
compensate for realism in large movement (implying the opposiite for small
movement).

The human eye can perceive more than 30fps or 60fps.  Why have high refresh
rate monitors?  It's about flicker seen with the edges of the eye which are
more sensitive to changes in brightness.  The same applies to perception of
motion.

A true measure of the eye's framerate is to spin a spoked wheel and count
how fast a single spoke has to pass the same spot for it to look like the
spokes are not moving.
