The modem will never connect at a speed higher than the port speed (wouldn't
make much sense). When I tried my USR Courier V.everything on my IIgs, the
only way to get it to work reliably was to run the port at 19200 and make
do with 19200 tops from my 33600 modem. I keep a 14400 on there and put
the USR back on my Mac.

Well, any 28800 modem is a 19200 if you don't run the port any faster.
