By namespace, you are right, since this is comp.sys.apple2, not
comp.sys.apple2.misc, which would imply a disjoint set of groups.
However, if the charter of comp.sys.apple2.gno explicitly modified the
charter of comp.sys.apple2 to exclude GNO topics from comp.sys.apple2 or
any proposal for a comp.sys.apple2 subgroup modified the charter of
comp.sys.apple2 to generally exclude topics found in subgroups to
comp.sys.apple2, then GNO discussion would be off-topic for
comp.sys.apple2.

But GS/TCP is not a strictly GNO topic, is it?  Is there a possibility
of it being made to work outside of GNO?
