Having bought a ROM 255 Apple IIc in the summer of 1995, I enquired
about the ROM upgrade back then. After several calls to local authorized
Apple dealers _and_ Apple Canada (located where you are), I was told the
upgrade had long since expired. The reason it took several calls was no
one knew about the Apple II any longer (a few persons thought I wanted a
ROM upgrade for the Macintosh IIcx or LC II) and so they had to check
through archives on the upgrade policy.
Rather annoying if I was entitled to the upgrade back in 1995, which
of course I was never able to get. It wouldn't be the first time though.
My Apple IIgs ROM 3 came with one of those faulty DynaComp powersupplies,
and it died shortly after one year of use. Apple Computer charged me
CDN$120 to swap it for a working supply, with warning that it would cost
me double if I broke the glue-seal to try and repair it myself. Several
years later, I learned they were suppose to replace these faulty power-
supplies _free of charge_, but I never received any kind of refund or
even an apology for the error. :/
