Question on this 'gui8bit.shk' archive!

I recently discovered a shrinkit archive as noted below via the 
following URL.

When I downloaded it and unpacked it for a review, it appeared to be the 
same program (minus the documentation) that I got from Kitchen Sink 
Software, some time back. I noticed that SSII offers this program for 
commercial sale in 'Such a Deal' and it's also available for commercial 
sale via the Kitchen Sink Software web site.  

The question is: is this just a demo or could this 'gui8bit.shk' be the 
same commercial program noted above and if so, then why is it freely 
available via the above URL?
