Some More Strange IIgs Behavior

I am having some weird behavior in the finder when it comes to launching
programs.  If I hold down both the option and open Apple keys and click
on a document it tells me There is no application associated with this
document.  In the past performing this had given me the option of
assigning a program to a document.  What would cause this to no longer
function?  I am considering doing a system reinstall.
