SimIIe is a MS-DOS emulator that came out several years ago and does
not require a separate ROM image. I believe you are thinking of IIe
which is an emulator for the Macs.

I noticed this one of a post before and it's a nit picking little
thing but, the second program you listed is called DSK2FILE (note no
"I" in DSK). I believe it is called this because it deals with .DSK
files.

DSK2FILE requires a disk drive attached to your Apple II that is
capable of holding MORE than a 5.25" drive can. This includes 3.5"
drives, hard drives et al. The image that gets created may then be
transferred via a serial connection (usually a Super Serial Card)
using communications software.
ADT does not require a disk drive larger than a 5.25" or a serial
card. It use a cable from the IBM to the game port of the Apple II to
transfer images of disks on the fly.
