Yes. Check out ICE from EGO Systems, it's one of the better (if not
the best) icon editors around.

Hmm. I know ANSITerm can do colour, but I do not know whether its
VT100 is also coloured. Spectrum is colourful, but not in VT-100 mode,
alas.

Try GSCII+ NDA, or sscii. They both handle BinSCII as well as uuencode
(last I looked, anyway).
