In my experience, the IIc serial ports do not need to be configured by 
you, as your communications program takes care of that.

All you need is a correct cable, modem and software.

I don't know what your needs are, but Zlink is a good basic terminal 
program, Jameco Electronics sells a functional 2400 bps modem for a 
reasonable price, InTrec softwear sells IIc modem cables and if your 
communication needs are not satisfied by Zlink, they sell the primo 
communications program for the Apple II.
