Do you have the HFS File System Translator installed?  If so, then the
Initialize menu command in Finder will provide a choice between HFS and
ProDOS when you initialize a 3.5" disk.

If you don't have the HFS FST installed, you will have to install it.
The safest way to do this is to use the IIgs Installer, on the
"Install" disk (number 1) of the five-disk System 6.0.1 installation
disk set (you only need the first three disks for most functions).
