ProTerm 1.7 and 14.4 modems?

I borrowed a 14.4 modem and hooked it up to my
trusty IIe. Ran ProTerm 1.7 and set the baud
to 19200.  I called a place I know connects at
14.4 and I connected at 2400.  So I lowered the
baud rate in ProTerm to 9600 and tried again,
still connected at 2400.

Does anyone know how to get around this?

I would have thought that the Apple could
handle at least 9600...
