If he has a RAMFast, he can certainly hook up a CD-ROM drive to his IIe,
and I know either the Apple Hi Speed or the RAMFast will allow him to hook
up if he has a IIgs.  So that's  not a real problem.

As for the amount of software.. that's harder.  If he can get the drive
for the same $25 I just spent on my second drive then yes, it's worth it. 
If he has to spend mor than $100 on the drive.. maybe not.  There are only
.. um.. three
CD-ROMs out there for the II, and all of them are aimed at the IIGS.  I
think they have some 8-bit software, but enough to be worth it?

Your friend would probably be better off subscribing to an online service
such as DELPHI and downloading files to a hard drive.
