No, it is not.
As the person who met Bill Budge and hand carried all his disks that were
being released to The Lost Classic Project, I can guarantee you that
Pinball Construction Set was not one of those programs re-released as
freeware. Everything else Bill Budge wrote for the II, with the exception of
PCS and MouseDesk, was donated to the Lost Classic Project.
Last I heard, Pinball Construction Set was still being sold as a
commercial product by Big Red Computer Club (1-402-379-4680).
When I met Bill Budge 2+ years ago, he was then updating PCS to run on
Sega machines. Since PCS, in one form or another, is still for sale
commercially, the rights for that program remain with Electronic Arts.
