You could set your serial port to talk with the modem at a higher rate
than 38.4k, but unless the serial driver is really good or you have a
fast accelerator there's the risk of dropped characters, aborted
transfers due to errors, and other problems caused by data overruns
(the inability of your hardware and/or software to keep up with the
data flow). The lowest serial port rate you really need to benefit
from a 28.8k carrier rate is 38.4k.
