I have a little P8 program that I wrote a week or so ago that installs a CDA
that sets the IIGS port speed to 38.4 Kbaud. If you don't mind a dinky
little program that does almost no error checking, I'd be happy to send it
to you, or post it to comp.binaries.apple2.

My unaccelerated IIGS has no problem keeping up with 38.4 Kbaud with
Kermit 3.87. I tried 57.6 Kbaud, but it dropped characters all over the
place.
