Woh.. what an interesting new policy.  Yes, it would keep things like the
Ian/Tom dispute from occurring.  But at what price?

How many files are uploaded by their authors?  I don't have hard figures
(would someone care to provide some?) but I would guess that less than
half are.  To me, this seems rediculously black-and-white drastic.  But if
you want to delete half the archive, go ahead...  (At least caltech is
still normal.)

Perhaps I missed what was wrong with assuming that a file was still
publicly distributable unless specifically contacted by the author with a
message saying "remove it."  Instead, reversing it, and assuming no files
are releasable, is very drastic and seems rather foolhardy to me.  What's
next, authors having to send in express written consent for their files to
be kept/made available?  What about files that don't have any contact
information?  Trash 'em all?  Rediculous.

(Someone please correct me if I'm wrong...  I hope I am, because it seems
like a silly waste if I'm right.)
