I couldn't get file transfers to go faster than about 210 characters
per second (just couting time required to transfer data into the PCT's
memory).

Screen updates had nothing to do with it.  In addition, any screen
update speed problems on a PC will be software issues, not hardware.
If the program is outputting text via the BIOS or DOS, it will
undoubtedly be slow.  It should write directly to the screen if it
wants to support fast text output, and use hardware scrolling.
