Help: Strange IIgs ROM 1 system behavior

I have been seeing some strange system behavior with my ROM 1 IIgs system
recently.  Here's the scenario:

Often when I power my external modem on or off while my system is turned
on, the system crashes.  This includes a system hang where the mouse will
no longer move the pointer around the screen and a floppy drive that is
"being accessed" (red light on) indefinitely until a cold reset.  This
seems to occur only after I switch the power to the modem, but will occur
with any combination of either of two modems and any one of three cables.

Has anyone else experienced this problem?  Please let me know if you have,
particularly if you have found an acceptable solution to the problem (other
than leaving the modem off all the time :-)).
