I think I'd prefer a IIe over a IIc...slots are a wonderful thing.
IIe vs. IIc Plus might be a bit tricky...the IIc Plus does offer the
accelerator, but the vast majority of Apple II software is on 5.25"
disks (you'd have to make sure they got a 5.25" drive with a IIc
Plus).  Besides, if your friends ever get the itch, a IIe can be
upgraded to a IIGS...a IIc or IIc Plus can't.

Final analysis:  I'd probably tell your friends the same thing today
as I told my father 8 years ago when we first bought an Apple II: get
a IIe instead of a IIc.
