Actually, it does, but you have to be careful.  The character will do
several types of steps depending on how long you hold down the arrow
keys (or joystick).  This ranges from big step (legs cross) to regular
step to half step.  Practice before you try to go under.  You might
also try hitting space once you start to move to "abort" the move
partway.
