Probably the best way to exchange money with foreigners is to send
international money orders in whatever currency the seller uses.  I
sold some of my IIe stuff to Canadians; they paid for the items with
money orders in US dollars.  I took the money orders to the bank and
was able to deposit them immediately--no holds for the money orders to
clear, no fees.  One of the money orders was issued by a bank, while
the other was issued by a post office; these, I suppose, are the
places to go for international money orders.
