    I have the same problem connecting my Supra v.32bis to the school's
9600 modems.  Before dialing, I must set the DTE rate to 9600 (it won't
work with the port locked at 19200 or 38400), then issue commands to
turn off error correction and data compression (AT\N1%C0 in my case). 
Only then will I be able to connect.
