How about recordable CDs?  The recorders currently cost about $8K and
blanks go for about $40 each.  They're probably cheaper than
small-quantity CD mastering (by conventional methods) and the CD-ROMs
produced this way can be used in any current CD-ROM drive (unlike
MiniDisc).
