I had that same problem with my ROM1 - WAY back when the ZIP was a
new thing for the GS.. turns out that some ROM 1 machnes are electronically
noisy, and that can interfere wiht the boot process on a ZIP.  WIth
my machien a short cable and that little resistor at (I think) T2 eventually
fixed the problem.  But - we went through about 5 cards in the process.

I think that MAYBE some cards and chips are more suseptable to this noise
than others.
