I have a HS SCSI card in slot 7 on my IIGS connected to a 100mb drive. 
I get that same message when I type PR#7 from BASIC if:

1.  The drive isn't turned on (no power to it).
or
2.  The drive hasn't come up to full speed.

I'm wondering if there is something in the boot ROM that detects the 
rotational speed of the drive or alternatively whether the heads have 
moved (unparked).  There is an audible click from the drive when it 
becomes ready to boot.  I don't believe that on a solid state card speed 
or heads would have any logical meaning.

Anyway, it's just something else to think about.
