Yes, as stated in the first line of the readme:
Note: This program has a dependancy on the "rxtx" library, found at
rxtx.org. Please visit that site for libraries relevant to your system
if you're not using a windows machine. The windows versions are
shipped with this package.  You can also look at the ADT Pro disk
transfer utility for some additional tips on getting RXTX working.

However, you'll have trouble using AGS with Kegs I think. It actually
implements the Telnet protocol, which includes stripping NULs and
protocol commands beginning with 0xFF. If you can recompile it,
disable that stuff. ;-)
